In order to ensure rapid response to the volume of money supply
in the economy of the central bank should use a wide range of
various instruments. Therefore, from a practical point of view an important
importance is a key distinction between open market operations
and permanent refinancing mechanisms that are part of management
liquidity by the central bank under normal conditions, and
stabilization loan that can be granted in exceptional circumstances
systemically important, viable, solvent banks that require
additional liquidity (or capital) and the intrusion of supervision
purpose of restructuring. This distinction is not associated with
some special conditions of formation of the money supply, their size,
maturity of loans, etc., but only with the status of bank-borrower
caught in some circumstances result of exogenous factors.
